Senior Policy Analyst & Economic Development Advisor

VanceMitchem Public Affairs enjoys a strategic partnership with Frederic “Fred” Mills, who is an experienced Senior Policy Analyst & Economic Development Advisor. In this role, Fred advises clients in identifying economic development opportunities and utilizes his years of experience in state government relations to help craft effective advocacy strategies.

Fred earned a Bachelor of Arts from Earlham College and a Master of Business Administration from Indiana University. He then joined Maplehurst Farms becoming Director of Marketing. In 1994 he joined Utility Data Corporation as Director of Marketing and in 1999 he took on the additional role as Director of Marketing for IWC Resources. In 2001 he joined Indianapolis Power & Light Company, working his way up to Vice President of External Affairs where he was responsible for directing all aspects of Government Affairs, Community Affairs, Public Affairs, Economic Development and Customer Experience. He also led the overall effort for Customer Facing Experience and Stakeholder Management until his retirement in 2021.

Fred has been a fierce advocate for VM clientele that opt to utilize his services. This includes

conducting TV and print interviews, lobbying in front of state legislative leaders, and testifying in

state committee hearings. Fred currently serves on boards at Valley Mills Friends, Western Yearly

Meeting, and Earlham College. Fred is married and has three sons, Christopher, Jared, and Derek.
